So in the old USSR, there are “southerners” - Georgians, Chechens etc. This is their calling card. What you are seeing in this video is a celebration of some sort. Video is short so I am not sure who is behind them in traffic, but this might actually be a wedding procession. None of the cars have ribbons or balloons on them, so I would say it is not a wedding. Might be a birthday, or a heist that went successful. Either way, it’s a celebration.

Oddly, there are plenty of videos with E60 M5's doing this sort of thing in Russia.
