I’d guess because all four wheels were locked up the braking system thought the car was stationary.

ABS is not always effective in very low grip situations. People panic and forget that control inputs change in such conditions, and once the wheels are locked by a violent panicked stab & hold of the brakes, there’s not enough grip to start them turning again despite ABS cycling to do so. ABS needs wheel speed readings to work, and if they’re all locked it just thinks the car is stopped. This pretty much doesn’t happen in normal conditions, or even in the rain. Much better to keep the car out of ABS and modulate the pedal carefully. Most of this nonsense could be helped by proper tires though.
