Because people use the horn for crap it wasn’t intended for. Like anti-theft alarms nobody pays attention to them anymore.

There’s no reason to honk in the sort of accident avoidance situations that crash avoidence systems activate for. The honk would’ve had to come far(well, like a second) earlier and there isn’t really a reasonable way for the car to know.
