This is a cut and dry article written by an actual engineer published on her firm’s website:
http://www.sehinc.com/news/truth-abo…
The conclusion sums up the article in a nice TL;DR fashion:
At first it seems counter-intuitive, but speed limits are going up on interstates and highways because motorists are driving faster on them. Speed limits are increased to help decrease unsafe speed variations among the fastest and slowest drivers.

Too bad in NYC they reduced all of them by 10-15 MPH to “decrease pedestrian deaths”.

Yeah, the article even says that’s the wrong approach:
Simply, a speed limit sign should not dictate speed. It should reflect how drivers are actually behaving on the road. When you want drivers to slow down, you change the road through traffic calming measures like speed bumps or even design narrower roads, both of which make speedy drivers less comfortable.

Maryland could raise the speed limit, but I’ve rarely made it to the Speed Limit with all the traffic here. It should just be...”Go as fast as you can”....My legs get a great workout with a stick shift in this traffic.

A couple of week’s ago I was doing 130 mph on a fairly empty highway in the left lane, at no point in time did I feel in danger (well except for thinking that if a cop saw me it would be my ass). People were bitching at me for doing it yet if I was on the Autobahn nobody would bat an eye!

Speed bumps are evil, no need to lay more of those anywhere.

The only thing she misses in this article is when their studies conflict with the law. I.e. 85th percentile drives 75 mph, but the state law says the maximum speed limit can only be 70 mph. If I were a betting man, I suspect this is the case on 80% of interstate in the country.

So basically people are too stupid to read signs for the sake of their and other people’s safety, so we need to make roads worse to slow idiot drivers down. I see.

agree - I hate those MFs... They don’t do anything except make my back hurt.
