My Challenger’s motor, at precisely 4,000 RPM, goes from sounding good to sounding heavenly. Unfortunately, that’s where the Park/Neutral rev limiter is. So, to make some really good noises without breaking the 0 mph speed limit,
1. Is it safe to raise my rev limiter in park/neutral from 4,000 to 5,800? (how to do so is next) I know, throwing a rod, but the 5.7 HEMI is a very reliable motor, probably as much as the small-block Chevy. And the SBCs can rev in park up to 6,000 all day...(or can they?) Just keep in mind that I would never simply hammer on it all day. Maybe once a month I’d take it on up there.
2. If the answer to the previous question is yes, is it possible to do so without spending $600 on a tuner? Like, a dealer reprograms the ECU? I couldn’t care less about air/fuel ratios or increased power.
I have a possible solution: Not the most convenient, but I could raise up the back wheels on a jack, put it in drive, and let ‘er rip. This might be dangerous, since the car could rock itself off the jack while revving and crash down, damaging who knows what.
EDIT: I look back on this and it looks stupid now.

Revving it park makes you look like a douche regardless of what you drive or how good it sounds.
A dealer won’t reprogram the car so that you can rev it high in park and it would probably void the warranty like most ECU tuning.
Replacing your mufflers/resonators with some chambered pipes or glasspacks will make it nice and loud so you can enjoy the noise without revving the shit out of it.
I wouldn’t trust a stock sbc with 40 year old rod bearings and mush metal con rods to rev to 6k. The factory redline is 5.5k for a reason.

Maybe you could put the back of the car on jack stands (not just a jack!)
A safer solution would be to put the car in 1 or L and don’t upshift until somewhere past 4000.

Revving in place is childish. Like Jed said, if you want sound, play with the exhaust. If you want some more sound, install some dumpers. The 5.7 can be quite loud, and you don’t need to rev to 6k to make ‘er scream. But seriously, make your noise on the road, not the driveway.

Please, just no.
As the owner of a 5.7 HEMI, I know exactly what youre talking about. As a responsible automotive enthusiast, I just drive, respectfully and within reason, while shifting at opportunistic times to maximize the smiles per mile.
Sticking the car in park or neutral just to listen to the engine? You get to that point faster (2500ish) while actually driving the car.
Also, the 5.7s are “mostly reliable.” Given that I lost my original HEMI at 147k miles to a dropped valve seat, even I have my reservations when calling the motor reliable. It is good, and lasts a long time when properly maintained, yes, but reliable is a term I try not to throw around in the garage.

Why the hell do you need to rev the car while stationary so bad that fucking jacking it up is a potential idea? Wouldn’t it be easier to wring it up to redline going up an on-ramp? That’s what I do.

If you really wanna rev it just take it to a drag strip and run the quarter mile. That’ll rev it out well.

you should never have to rev a modern fuel injected car while idling. now if it was an older car with a carb then there are few times where revving is needed but not very often
