Kind of humorous, and the guy looked like he was mighty pissed, but you really shouldn’t screw with someone else’s car.
On another note, I wonder if you can charge the guy for littering since he left whatever was on the car on the street.

Don’t screw with handicap stalls. Theres no permanent damage, just inconvenience... which is fitting punishment. He had to have been parked there a loong time.

Oh, I’m completely with you. But I'd also be willing to bet that this could fall under a vandalism statute, or at the very least criminal mischief.

I wondered about that myself. Especially since there was a police officer right there . Perhaps he took pity on the poor fellow. He probably already wrote a ticket for parking illegally.
Other violations would include: Exhibition of acceleration (peeling out), driving with an obstructed view (front and side windows, AND both mirrors), and failure to yield to traffic.
