I was driving home yesterday, past a Chevy dealer and saw this. Since it was Sunday and no one was there, I thought I would pop in and take a look.
What it appears to be is a Chevy City Express Van. A smaller version of the Express van we all know and love. I didn't even know these things came out. It comes fully spec with a fleet interior for $24,700.

It looks like a slightly less nice transit connect?

That is indeed a thing. It's basically a rebadged Nissan NV200.

It's just a van. Are these unusual in America?

I see the small Ford Transit thing that looks similar to this, and I really like it. I have absolutely no use for something like that.
