I wanna find out what was going through the head of the guy who decided that having a toggle for the recirculator on the steering wheel was more important than having literally any other button. Power button for the radio, maybe? Switch to turn on all the interior lights? No? It was really that imperative that I have a recirculate button?

Enter tunnel press button, leave tunnel press again to turn off. It's as simple as that. Or do you want the other cars' exhaust stuff circulating through your cabin?

Assuming it is a European car, there are a lot of tunnels in Europe. That would be a logical placement for that button based on where it was designed.

In a higher spec version that would be a heated steering wheel button though, so the recirculator seems like an afterthought that they put in to fill the space.
