It's a legality plank
They check it for wear at the end of each day.
If plank is consumed too much, car can be disqualified. Skid block or 'plank' must run along the reference plane. It is not considered part of the floor for measurement purposes, and is there only to enforce a minimum ride height.

Actually, they are there so the teams won't bottom out. If they scrape enough of it away, they will be disqualified. It starts as 10mm, and they can't wear off more than 1mm.
The teams wouldn't use them if they didn't have to. If the teams had their way, they would be scraping the ground all over the circuit as they would be the groundest to the ground cars you've ever seen.
