It's just ruining the sleek look of the JDM Harrier. Why they can't just slap an L badge in it?
Or a better question should be, "why they didn't slap L badges on all JDM Toyota Luxury offering like Mark X or Alphard?"

Because the new RX and the current JDM Harrier are not the same vehicle?
The current Harrier isn't a rebadged RX, like earlier models. The new one is based on the New MC Platform, so it's basically a more luxurious RAV4, slotting between the RAV4 and the new NX that also shares that platform.
The RX, on the other hand, still uses the K platform, essentially making the RX a more luxurious Highlander.

Lexuses are (mostly) no longer Toyotas with L badges, because Lexus is now a global brand.
The exceptions being the GX and LX which are rebadges of the Land Cruiser Prado and Land Cruiser, respectively. But those might still be exclusive to the US.
