The registration plate looks strange, any clue about its origin?

I've wiped out the center characters to respect the driver's privacy, not everyone is happy with their license-plate online.
It's a Dutch registration (picture is taken in the Netherlands), pre-'78 registered cars have blue plates with white characters. After that it's black on yellow.

Does the EU allow people to get information from plate numbers? It's completely illegal in the US. People here are afraid to post them on CL, for example, but you can't get anything using them.

Oh, I can get all kinds of info on this one online. It's first registration was in '72, but it was imported in the Netherlands in 2011. All kinds of data can be gotten at RDW.nl, not the driver's name and address but nevertheless: I try to prevent publishing other's registration online if I don't know them. Especially when this epic. You never know.
