Here we have a Laffly/Hotchkiss W15T. No. I don't know what the little wheels at the front are either.
Hotchkiss-made guns were used against the late Sitting Bull during the Indian wars.

I've got a book at home which has a large number of gun tractors in it, and IIRC quite a few did that. I think it's meant to be a novel "fix" to poor approach angles.

Found an explanation of those wheels here .
The Hotchkiss W15T had a bumper wheel assembly at the front of the chassis and similar sized auxiliary wheels just behind the front axle. This unique French design protected the radiator and drive-train and prevented the vehicle from digging its nose into the ground.

I'd have put the proper front wheels further forward. I think every other manufacturer would have agreed with me.

Hotchkiss guns were used for a long time. WW1 and into 2 and beyond. Traditionally they are fed from a stripper clip so they stick out straight from the gun.
