Those headlights were designed to make a very, very specific light pattern on the highway, and would have worked too, with better internal reflectivity and a hell of a lot more brightness. The shape comes from the housing shape being a patented reflector design. As it is, though, Woodlites are limited by the tiny aperture size and weak bulb, and are among the shittiest headlights in actual function ever to have shipped stock. If someone produced a modern repro with a proper halogen, they'd probably do fine at least or even great.

It comes from the designer having the delusion that you can reflect light 2+ times from a shitty bulb and maintain intensity. Which, not so much.
