They look like military issue for Germany/some other eurozone country.

Or otherwise, US Armed Forces, Europe. (Normally the Germany based soldiers have those tags, if they don't have D tags from the local German tag office)

That's plate for US Army personnel stationed in Germany. Don't think they use them anymore.

Saw one of those on an X1 recently, I believe it's for US diplomats or army people overseas, in this case in europe.

I'm not sure if it's valid or not. US military personnel switched to normal German plates on their civilian vehicles years ago for security reasons, but the DOD does still issue temporary plates with NATO insignia for people to use until they get their car properly registered in Germany or if they're only going to be in-country for a short period of time. This could be one of those temporary tags, I'm not really sure what they look like, other than that they still carry the NATO emblem.
