LCI, or Life Cycle Impulse, refers to the facelift that each BMW moldel gets about halfway through each generation. It typically consists of new front and rear fascias, with accompanying small changes to the lights, fenders and hood as necessary, as well as some interior enhancements.
Referring to the e9x 3-series, pre-LCI cars are those with model years before 2009, IIRC.

Those aftermarket taillights fix the biggest problem I have with the pre-LCI cars. A bit big but nice choice of wheels too.

To be honest, I hated the taillights when this car first came out, but they've grown on me ever since. I like the tie to old L-shaped lights from previous BMWs. That said, there's no way I could own a pre-LCI E9x sedan in a dark color like black or blue. The white reverse light sticks out like a sore thumb...
