Having lived in Norfolk from 1976-1988 (and visited many more times after that), I can tell you that nobody has any clue how to drive in icy/snowy conditions. Being so close to the ocean means that weather like that doesn't happen all that often. But seriously, doesn't traffic look like that just about all the time??

It's usually backed up everywhere but with far less accidents. Granted nobody knows how to merge or maintain proper flow - but they usually are pretty good about not getting into accidents.

Tons of people leave early to 'beat the snow'. So now you've got the kamikaze rush-hour drivers out there a couple hours early mixing with the heads in the clouds old folks just going on their weekly grocery trip or the stay at home parents picking their kids up from school. The 'I want to get home now' style doesn't mix well with the lackadaisical 'just going about my business' style. Add in a few 'everything slightly abnormal is frightening' drivers and you've got differing speeds, braking points, following distances, etc. It makes everyone reactionary because they're not used to mixing all together.

It's not just a VA phenomenon though. Happens everywhere.

I once saw a woman walking down the road with a cockatoo on her shoulder, which she was having a full on conversation with. She was also carrying two 15 gallon buckets for some reason. Also, I once saw a woman full on dancing on roller skates through Pensacola Beach. Spins, jumps, and everything.

People need to realize that the brake pedal is pressure sensitive and is NOT A FUCKING ON/OFF SWITCH. I was driving from Richmond to Fredericksburg on Saturday and by the time I got up north the roads were a mess and people kept slamming on their brakes for no fucking reason. Just let the car roll and it will slow down..... Fucking morons I swear.
