So I was browsing Kijiji and I came across this !!!error: Indecipherable SUB-paragraph formatting!!! . It's listed as a potential derby car, but with some work can become a road car again.

!!! UNKNOWN CONTENT TYPE !!!

The ad states:

I have a 94 crown Vic for sale, it is not road worthy at this time, if someone is willing to put the work into it then it could be. Selling as is, no battery, comes with alloy wheels.

I contacted the seller for more info, and he said that it needs:

Water pump, possible fuel and break lines, parking breaks.

It's kinda rusty, but for $600 is it worthy a consideration for a first car?

"Needs water pump" means the water pump could have failed while driving, causing overheating damage. A complete unknown unless you pull the heads.

Fuel lines are not an easy job, especially if they're rusty. And that is not something you want to break.

Crown Vics are cheap...I don't know if it's the same in Canada, but in the US you can get one for 1-2 grand with no problems other than being really ugly (holes in dashes and consoles from police wiring, mismatched paint from livery, etc.). I'd say it's worth spending more money for one that has fewer mechanical issues.

There are better Crown Vics for the same money. Don't bite. They're everywhere.

Even so, that's a ratty-ass car, and the engine could be seized. As a general rule, I wouldn't consider a car I couldn't test drive, even for $600.

Upon further inquiry, he says it does run but needs a water pump to run more than a few minutes

That does address a serious concern. If I were in your position I'd still want to see the condition of the fuel lines and figure out how much it'll cost to repair them. At least the brake issues can probably be addressed with stainless steel lines and pads and rotors.
