A family member of mine currently has an E46 316ti. Ya know, the weird ones that we never got in 'Murica.
The the specific vehicle I'm talking about has clear tail lights, orange side markers, and strangest of all it's gauges are in MPH and not KM/H like every other car in Euroland.
I tried to do a little research on it and couldn't find much besides the fact that it was originally registered in Poland. Any ideas why someone in Europe might switch the gauges and side markers to the US version?

I've got no idea why it'd have side-markers - or, indeed, where you'd even get side-markers for a car that was never sold in the US - but the gauges could be from a UK-market 316ti—though, again, I've no idea why you'd fit them.

If you are talking abou these taillights, they are the stock ones.

I've also seen these with the red tails though. But maybe those are aftermarket to make it look normal.
I think this was a strange time for BMW, the whole car just doesn't seem to fit in with the rest of the brand.

The red taillights came stock after a while. Those clear ones are stock on early compacts.

Yes this is in fact a thing, I was so confused the first time I saw it. The headlights threw me off the most.

Well, it was a successor to the E36 compact which actually was a hotchpotch of E30 and E36 parts to make it cheaper. It's was to get younger customers earlier to the brand and away from cars like the GTI and VR6. The E36 compact sold quite well and there are still plenty of them around, the E46 never really had the same success.
