I don't know what I'm looking at... Is it a VW chassis with a chopped Volvo welded onto it? Is there an air cooled boxer at the front of the bed?

Certified just means safety inspection. They put it on the lift and check it out to make sure it's safe to be on the road.

Oh there are plenty of shit boxes on the roads here. See, the safety is done only one time when the car is registered upon purchase. If someone has a car for 20 years and doesn't maintain it it will be a complete death trap, especially with all the salt they dump on the roads here.
