VW will settle with regulators for a very small fraction of the possible fines, fixes for affected vehicles, and a promise to “totally never do anything like this again.” Regulatory agencies will spend the next few years carefully scrutinizing emissions industry wide, then go back to the status quo with a few procedural changes and maybe a slightly larger budget. Small diesel sales in the US recover completely within a decade.
