I’m not sure what these are actually judged on but I’ll offer my opinion on personality as far as I know them:
Verstappen - showed little to none of his personality this year (not sure if he has one yet, might have to wait for puberty), apart from an emphatic ‘NO!’ when asked to let his teammate by in one race.
Hamilton - has lots of personality but let’s not celebrate being a #blessed attention-whoring twat off the track.
Ogier - French rally driver robot version 2.0. ‘Nuff said.
Vettel - Hilarious, actually. Seemed to revell in the role of being a thorn in Mercedes’ side, antagonizing/poking fun at/with their drivers (mostly Nico) often during press conferences and interviews. I like his style.
Hulkenberg - Seems like a fairly restrained, quiet guy to me. Points for being the Hulk.
Meeke - Some good performances in WRC this year but I know nothing about him otherwise.
Lopez - Not familiar
Rosberg - PR darling, no personality besides throwing a hat this year, which was funny.
Solberg - Not really familiar but Finnish dudes are cool. This puts him in the running.
Wolf - Answered many questions about the dynamics within the team and the performance of the car but I haven’t seen much interesting from him personally.

Definitely Vettel. His off track antics teasing the MB drivers has been a joy to watch. The post race conferences (especially Russia) were hilarious and even running away from the FIA or FOM dude in Brazil so he can bring his helmet on the podium. We don’t want to see robots in the car or out!

Norwegian
Solberg, spend a couple of minutes watching a clip of him winning the 2003 WRC.
If he manages to win the World Rallycross Championship this weekend, we might see similar scenes once again.

Vettel was definitely the personality surprise of the year, so I give it to him.
But Lewis is my boy. I respect that he is bringing some well needed flava to the stodgy uptight world of F1.

Petter Solberg, because how can you not love that guy? Second is Vettel, who has demonstrated master-level troll capability and seems much more relaxed at Ferrari.

Vettel hands down. He trolled the podium finishers post race press conferences so well.

Vettel for me. His post race interviews are hilarious and he actually has the driving to back it up.
Toto Wolff would be second for me though. I remember one of his interviews for SkySports earlier this season when asked what the strategy is with Ferrari so close and he replied with “clutch out, pedal to the floor and go.”

1. Vettel - I have to pick him, he’s been brilliant all year on and off the track.
2. Solberg - Long time favorite of mine, all heart and a great personality.
3. Verstappen - Love his attitude and exciting racing style. Surprisingly mature and an obvious talent.
