Most cars and some crossovers require this. I had to help a friend do one on his recent (2013?) Malibu and we had to remove the bumper AND fender. F.U. G.M.

I did a polish on mine and decided to pop them out rather than risk my (already pretty crappy) paint. I will never get them level again.

Subaru Impreza WRX STi’s (wow, that is a long name) are the same way. As an added bonus, the “rivets” on the top corner of the bumper cover are permanent, so you have to break them to remove the bumper skin.
