Those Nokians are better than el cheapo snows... and since you/he is on a budget, the more cost effective approach is to have ONE set of good tires.
But if you want to get a second set of rims just for winter tires, I would say just get some used wheels from car-part.com

he has 2 sets of rims. one 15inch, one 17inch. both sets of tires are totally shot.
and rather set snows, because thunder bay. its novemeber, and we are supposed to get 3 feet tonight along

If you want a tire that is primarily good in snow and sucks in every other way, consider this:

The Michelin X-Ice you can get at Costco is a better tire/deal and has a 60,000km treadware warranty... but will cost you $150/tire and thus, is over your budget. Cheap winter tires (like the ones from crappy tire) typically have no treadware warranty and in my direct 1st hand experience, are often not much better than good quality/premium all season tires... and are often inferiour to good 4 season tires.
Both of these winter tires will have to be swapped out before it gets warm or they’ll wear out prematurely. And that means spending another $500 for tires in a few months.

For cheap steelies, I’d probably say Bassett Racing or similar. Can be ordered in any bolt pattern/offset/sizing and are dirt cheap. Only downside is that they are lug-centric and require an adapter to be balanced properly, so make sure a shop in your area has the adapter.

It’s an old-design snow tire. It’s designed for snow. Is it a good tire all around? I doubt it. It’s cheap, it’s from Canadian Tire and it has no treadware warranty.
I fully expect it to be crap... but it’s within your budget and will still be better than a cheap/crappy all season tire... or any worn/cracked/old tire. For your budget, you’re not gonna get a great tire.
That’s why I’m saying that instead of getting two sets of crappy tires (at a cost of around $1000), get one set of half-decent to decent 4 season tires.... it’s cheaper overall and still ‘good enough’.

for up here, 4 season are a joke.
this isnt toronto. its thunder bay. We regularly see 2+ft of snow fall. and it dips down to like -30C. you NEED winters. ESp as his truck doesnt have 4WD
he plans on selling it anyways, so a full set of snows it is.

Just find somone selling a set of steelies off a Crown Vic. They are dime a dozen. Hell for 500 you could probably find a whole Crown Vic.
