They must have grabbed one of the company cars, threw it in Drive, taken their foot off the brake, and saw how fast it rolled down a slight incline.

I think these signs are genius. If there actually was a hazard that wasn't evident based on the road design, and you don't want to redo the road (or parking lot) with speed calming designs, this is the next best thing. If that said 10kph you wouldn't give it a second glance. Something wierd like this grabs your attention and makes you go "hey they put some effort into this sign, maybe there IS a reason for this one".

Back in 2001, when I bought my Golf, the salesman told me that the doors will automatically lock at 9 mph. I asked, “Why 9? Why not 10?” He replied, “Because it’s German.”
