How does someone this inept at driving get certified by local government for safe operation of a motor vehicle?

To be fair, those things are not visible from the driver’s position immediately before this maneuver. And there are a lot of things calling for your attention, like the jaywalking pedestrians obscuring your view of those things (bollards?) as you approach the intersection. They should be taller to be visible.
