Almost a year ago, RBR hired Marco Illien, of Ilmor Engineering fame, to work with Renault to jointly improve the combustion engine. With Renault not having lived up to Red Bull’s expectation of improvement and the media feud that followed, the fizzy drinks company has now decided to go on its own path.
The power unit will use the latest Renault development, foregone by RBR over the last two races as the team and supplier sorted out intellectual property rights, as its base going forward. Possibly branded as an Infiniti engine, Red Bull will also be supplying its own energy recovery systems.

I read about this in other places as well, reminds me of the late 90s period where I think the same thing was happening with Renault engines - you would see them as Mechachrome, Supertec, and Playlife.

A few different F1 journos have said Red Bull could run unbranded Renault units with their own ERS systems but the finer points of the TJ13 story have yet to be confirmed (and some have been outright denied). TJ13 is basically claiming that Red Bull is on the way to producing its own engine and that the setup for 2016 would actually have a 40 hp advantage. Nobody else is saying this. Even Renault suspects their current upgrade would only gain about 2/10 sec a lap, which wasn’t big enough to risk a grid penalty in Austin.

If they were starting from scratch, yes, it would be, but since they are essentially continuing the development of the Renault engine along their own path it will be fine. If they can do one update and use some tokens over the winter they could be off to a reasonable start. As speculated in the TJ13 article, it’s thought a 40hp jump is possible.

It’s mostly a rumour for now but I could see it taking shape. 40hp might be optimistic but I could certainly see Red Bull taking the Renault engine as a base and forging their own development path. Illien is a well regarded name in the development of ICE engines as well and I’ve read about the single cylinder prototype they’d run earlier in the year delivering on some promises so it’s going to be interesting to see if some concepts tried there will be implemented successfully.
I’m not sure what the current situation is but if the ERS system is supplied by Renault as well right now, that alone might be a big part of why Red Bull wants the change as it would allow them to develop their own recovery/deployment strategy and give them more flexibility for placing components in the car, something Newey is known as a stickler for.

It’s impossible for them to develop an engine for next season.

If they were starting from scratch, I’d agree, but they’re more or less just taking their own path of development on their current engine.
Another fun fact, it was Mercedes-Ilmor that tested a rotary valve version of a 3.0l v10 for use in F1, until the FIA banned it pre-emptively in 2003.

From what i have read and understand, the ERS system was built for Renault by Magneti Marelli....
