But have it as part of a full active aero requirement that also includes air brakes front and back, active double diffusers and front wing turning vanes that move depending on steering input, or something like that.

The first thing is they MUST stop sending every racing incident to be checked by the stewards. While I like that F1 takes safety more seriously than most other racing series, but they have taken it to far. They have made improvements since the days when drivers might face a drive through penalty for just getting too close to another driver, but they need more improvement.
As for Aero, they need to limit the overall size of the wings. Smaller wings means less downforce which will allow drivers to run closer. That avoids complexity of all these moving surface, and brings racing back to the way it ought to be.
