I’m assuming we’re talking a bumper with black rubberizing? This would sort of work, but there are special rubber trim resurfacing sprays that will give better results. They’re also harder to use *properly*, so you have to pick your battles and figure out what you really want to do.

Only if it has some kind of flex additive pre-blended in. Otherwise the finish will crack and peel when your plastic bumper cover (inevitably) flexes.

Protip: Get a couple of these , go to a body shop and have them mix enough of the color coat that you need with some flex additive and do yo thang.

That’s a base coat. You also need clearcoat or it will not be glossy and rough feeling.

Perhaps this is a little late, but if you shot the bumper with some flexible primer first you’d be good to go. http://shop.advanceautoparts.com/p/sem-paints-f…
