Earlier today, I brought the Jetta to the shop, and here is a list of what they think needs done.

Right rear brake caliper needs replacement ~ $250

Front brake rotors need replacement ~ $400

Handbrake cable needs to be replaced ~$170

EGR Tube or EGR broken $150-$500

Valve cover gasket needs replacement $20

Intercooler connection sleeve on hoses ~$40

Oil return line for turbo very rusty, likely needs new one. $70

We got them to replace the oil and the fuel filter, since both were due.

That's not factoring in labor is it? Because it's probably more than that, and you're better off tackling a couple things yourself and saving some green.

Factoring labor for everything would make it around $1500-2000.

But the thing is, I'm not paying, and the car isn't 'mine' per say, I'm also not going outside in subzero temperatures to fix a few things.

I did most of those same repairs to my mk4 GTI last winter in my driveway with mostly below freezing temps. Then I sold the car in the spring, because I figured before long I'd be back in my driveway under my car sweating while it was 95 degrees out. My life has improved greatly.

$400 for front rotors seems a tad high. Of course there could be some kind of typical VAG engineering over-complication involved, but on my car ('99 Miata), replacing all four rotors and all the pads as well was only about $225 plus a bit of sweat. Even though I am no kind of skilled mechanic, it was a really easy repair too. Maybe not in the snow, though, I guess.

So none of this addresses cold start issues. What do they say about that? Should have gotten some glow plug timing or compression numbers back if they were chasing a hard start condition

I cannot really do these repairs in the snow, I have driveway that is slanted and often gets icy. it already is tricky to work on the cars here at home in the summer, even worse in the winter.

they said they could test the glow plugs, and see if a software configuration can sort it out. The original reason my brother brought it in was for that high pitched noise from the exhaust, and as they found, it was EGR related.

Since this technically isn't my car, I'm not the one making the decisions. I can merely suggest.

Ask for a quote for just the labor. If it is like less than half the price, just buy the parts yourself and have the shop install them. They might be overcharging you for parts...

the reason why the parts seem expensive is the removal & replacement of pulling the old one out, and new one in. they do have labor in that price. I'd be doing the work myself if it weren't for the subzero temps and icy driveway.

haha yeah, well if it is cranking to start you should suggest they stick to the problems at hand instead of selling you a brake job. The EGR fix wont do crap for the starting. Software configuration of the glow system wont either unless it has been screwed with (it started fine when new, till recently, no?) I bet you have a dead plug in the mix, but I would be pulling timing numbers from the computer and running a compression test while the glow plugs are out of it just to know the shape of the engine internals. Just my 2 cents as a hell of a TDI/IDI/Benz/Peugeot/VM diesel specialist

I'm thinking of a dead plug too, they also pointed that out, I feel the cylinder compression is good, despite the fact that I do not have a compression tester that fits directly. I'm not noticing a loss in power, or any oil loss. Glow plugs are approx $20 apiece, so that's not bad if all get replaced.
