I'm guessing Russian from the Cyrillic script, but it looks like some strange restomod or a weird conversion judging by the interior. Seen on the streets of Paris on my walk to school.

GAZ M21 Volga or at least half of it. It still seems to be using the column shifter which might mean that the chassis is pretty much original.

A GAZ Volga of some sort.

As Kanadanmajava1 said it's a Volga. Except it isn't . It's actually a BMW 850 with Volga body.

This is cool but I would still take a regular Volga over this. Especially if it was the V8 engined M23 version.

Ah, it would seem so. The new French plates look a lot like them, but with 3 numbers instead of 4.
