My 2005 Volvo S40 has been sitting for over a year now - put a new engine in it and it won't start. Everything is hooked up properly and all fuses are intact. The gear indicator shows a dash instead of P/D/N/R, which makes me think the TCM is not giving the NSS a signal that it can crank.
I called a local tech and he said that this could be the case and it could be a simple case of reflashing it. Does this sound right?

Something very similar happened to me when my TCM got fried in my A6.

Does it crank at all, or does it do nothing when you attempt to start?
I know nothing about Volvos, but both GM and Jeep security systems won't let an engine start if there isn't a matchup between the ECU, engine, and chip-key ignition. Reprograming, or a "relearn" procedure for any of the above may be necessary, yes.

no crank at all. It does like one click but that's it. Obd2 show no faults and everything responds normally until trying to start.

That's very similar to when my parents Impala's security system was acting up... one click out of the starter, possibly a very brief crank, and then nothing. Like I said, I know nothing about Volvos, though. There may be a relearn procedure of some kind required in an engine swap.
But going off that click, I'd make sure the battery is fully charge and that the battery, starter, and the starter solenoid are connected properly, and if they are, then pull off the starter and bench test it.

never a crank. I'm running it off jumper cables attached to another car. Battery is completely flat so I have to do that. I'm judging this based off the - instead of a gear being indicated.

Water Got in my floorboards and fried my TCM (windshield sprung a leak). I had to replace it. (thank God for eBay)
