This is nothing new, they've been doing it for years.
The only difference is the newer kill switches have GPS built in so they can send the repo man straight to the car's location.

These aren't really new, the only thing that's changed is that the new one get the kill call over the cell network and have a GPS antenna. The old version you'd have to call the lender after each payment and they'd give you a four digit code to put into the device which would allow it to start for a month. I'm not sure why all the stories are popping up lately...
There were a ton of the in SC when I lived there years ago. However a lot of the lenders stopped using them because once the cars were disabled they had a tendency to go up in flames or otherwise be vandalized. I imagine the GPS tracking helps prevent that since they can have the repo man on route before sending the signal.
