It probably depends. I believe the 25 year provision requires that the cars be stock and unmodified, but I'm not entirely sure.

iirc 25 year rule applies to cars not sold here that did not undergo safety testing, this wrx might be okay since they sold and federalized examples here.
ymmv if they were built to different standards for JDM and USDM

That would probably be an issue if you ever went to import a car. There are two main components to the law, the first of which is the NHTSA/DOT "25 year rule," and the second is the EPA's 21 year rule, which states (among other things) that vehicles are exempt from emissions certification if they are in stock and unmodified condition. But it's not clear from that provision or those surrounding it what one should do with a modified car. It's not prohibitive to import one, but it's not quite as simple as "25 years and go".

You may be able to make a case that it is reasonably the same as a USDM car, but the RHD may get it denied as it technically isn't the same car. . . There are some ways around the 25 year rule with Euro cars that are pretty much exactly the same as the USDM cars but those are a rare case and take some finagling with the powers that be to get it into the country.
The one thing I am not sure about though is if it is legal to import the car not for road use and put it in storage until it reaches the golden age, but that seems like a waste unless you really love the car and it will appreciate in value over the years. Really the 25 year rule is just to piss all of us off.
