Car buying advice

A friend of mine has a '94 Silverado 1500 he named "Smog". It's big, it's slow, but it's cool. There's one problem with it though.... A full tank is $95 for it up here in Redmond, WA. IDK how, but my friend showed me a receipt for that price. He has decided to sell his big old truck, and find something more efficient to drive. for about $4000-$4500, what would you suggest for him to try and get? He can drive stick, but he prefers auto.

Also, forgot to add. He's not one of us. he can't wrench on his own car, so reliability would be nice.

Civics, Corollas, the usual boring but rock-solid stuff would be perfect for him. If he needs to haul things, Toyota Trucks with the 22R engine are insanely reliable and get good economy. I'd pull links, but I'm pretty sure he can find one of these on his own.

And we all know a 4.3L S10 will outlive the sun.

And if it's been taken care of, unlike my 4.3, it gets decent gas mileage.

$95 is nothing. If I were to fill up my Sierra from bone-dry-empty (136 L tank) at the current lowest local price of 124.9 cents/litre, it'd cost me $169.86 CAD / $154.93 USD.
