I scraped my sidewall recently and a small chunk broke off. You can't see any cords and it's pretty shallow. Is it on borrowed time?

No, you will be fine. It's mostly cosmetic but I would probably change it earlier than I would if it wasn't there for piece of mind to be honest but it won't affect the structural integrity of the tyre.
