That's in Brazil. I can tell by how everything other than the Merc are cheap hatchbacks and shitty bikes. So yeah, pretty much GTA.

Interestingly enough, today I pulled over in the rain to drag a crosswalk signal out of the road. Someone hit it and fled the scene, and I just happened to be the first person who cared enough to help. Fun fact: the entire pole only weighed like 10 pounds. You could probably mow one down without any more than a small dent.

If it has a rounded off square base (likely says Pelco) then it's a breakaway base. This means driving through it would be less damaging than someone hitting it square and getting their vehicle split in half by an immovable pole.
