well, sorta. The hood latch cable is still severed but at least with the Ultimate Picker©®* I got in there and popped the hood latch. Turns out the cable wasn't even connected anymore and the latch mechanism is all sorts of gross.
thankfully a new latch mechanism and cable are in the mail.
*socket extender, 8ish mm deep socket, hex key, tape!

Funny semi-related story; When I first got my Jeep after owning it about a week, I wanted to check the washer fluid level. I spent a good 10 min looking for the hood release cable in the cabin...
(It's a Jeep, two latches on the exterior of the hood...)
