Edit: it's legal too, as long as it doesn't obstruct the numbers or registration sticker (which it doesn't).

wow. Is it one of the clear ones? Should have said without it your plate would fall off and become a lethal buzz saw flying through the air decaputating innocent bystanders.
I have a "smoke" one on mine. not to block traffic cameras (they see right through it) but rather to go with my blackout theme

I don't mean to sound like an ass or anything but from the moment the covers touches the numbers or letters, they could, logically it iis somewhat illegal as it can be looked at as "modifying the numbers". If I were you, I would not fight it. Just pay for it and let it go.

in the picture you posted, the C and the 5 and the 1 are touching the place where you screw the plate. It's enough to be considered illegal as it modifies the letters/numbers....I know it's stupid but legally receivable

Sorry to be the bearer of bad news, but anything covering the license plate is actually illegal in the state of California. But they can't cite you for it, it's only a fix it ticket. Unless it's just a fee which goes to the courthouse, like here in Ventura County they charge $25 for a correctable violation.
Section 5201.2: (2) The installation of a license plate security cover is not a violation of this subdivision if the device does not obstruct or impair the recognition of the license plate information, including, but not limited to, the issuing state, license plate number, and registration tabs, and the cover is limited to the area directly over the top of the registration tabs. No portion of a license plate security cover shall rest over the license plate number.
This could be interpreted to say your cover is illegal, which I think is what I was thinking of because I know covers are illegal in California.
