If I buy a 3/8" spacer, will it actually move the tire 3/8" towards the outside edge of the car, or will it be slightly more for some reason. Obviously I'm pretty sure it'd just be 3/8", but I want to be sure.

Yes it will put extra stress on your wheel bearings and suspension.

With the way you have that Bug lowered, you may want to make sure the tires will clear the fenders if they move out that distance.
