It's a 3 wheeled, 2 cylinder with a 4 speed manual. The back end reminds me a bit of a Forester and the front looks Suzuki-esque.

Just hope you can find certifications of conformity since the EPA made the certifications null and void. That guy's probably trying to unload a paperweight.

Seems like a Federal thing from what I can dig up. Not too sure about the other states, though.
