What part of it is illegal? People have all sorts of aftermarket lights all over their vehicles.

Counterpoint: my vehicle predates the '68 UNCRT/FMVSS 108. It doesn't even have amber front turn signals. Now whether this counts as grandfathering the ability to do wacky shit or not, I can definitely wire amber KITT lights into my turn signal circuit.

Strobing red lights are only to be used by emergency vehicles. And just because other people have a million and one lights on their car, doesn't make it legal. Or tasteful.
Sorry to be a buzzkill, but I'd hate to see someone get a ticket that could have been prevented.
