It looks like someone took a k-car and put a giant nose on it. I wouldn't be surprised if Cruella De Vil stepped out of it.

It's a Zimmer of sorts. Liberace had one. They're based on Lincoln Continentals, Mustangs and all sorts.

It's a Zimmer Golden Spirit based on an old Mercury Cougar.

Indeed he did. It's a 1981 Zimmer Golden Spirit with those famous candelabras on the front and two sides of the landau top. The one you saw is a newer one based on something more modern - Liberace's was a lengthened Fox Body Mustang chassis with the 5.0 litre heater.

What's the difference between a zimmer and an excalibur?

They have a similar design ethos, but underneath they're quite different. Excalibur was first, attempting to replicate the Mercedes SSK's design with a Studebaker chassis and engine. After Studebaker pulled out, they started using Chevrolet 327s instead and over its lifespan, more bits from the GM parts bin were added.

Zimmer preferred to use stuff from Ford - Liberace's was based on a Fox Mustang and the one above is based on a Mercury Cougar. They all had a relatively similar look, attempting to replicate the 1930s. Other companies that tried to do the same include Clénet and Tiffany.

87-88 Zimmer or Excalibur. The B- and C- pillars give it right away. That's just like a late Fox-chassis Cougar.

I wish they would stop. Every time I see one I die a little inside.
