It's funny - I've never driven a properly pre-war car in the sense one might typically mean here. I've driven a Model T from the 20s, but it's technologically a 1908 car (1923 swap to metal firewall notwithstanding). Pre-Great War, yes; pre-WWII in the usual style, no.

I guess in the car world they generally mean WWII. I suppose Pre WWI is getting into antique vehicles.

Below 10mph or so, they're much as any tractor with a stick-controlled throttle, and very manageable. The difficulty is in a quick stop (awkward braking) or release of throttle - something very much improved by the standard control scheme...
