Homeland Security agents are bravely risking their lives to protect Americans from the threat of vehicles that don't meet emission standards.
Fulfilling their mission to protect the Homeland, six vehicles packed with DHS agents showed up in Statesville, NC to seize the Land Rover.
The regulations concerning foreign-made vehicles younger than 25 years are a hotly contested issue. Depending on how literally you interpret the somewhat snarky, just-shy-of-libertarian notion of "Drive Free Or Die" may be an indication of how much this story will make your blood boil.

I have no direct experience with this, but I was always under the impression that almost any rifle round would go through a vest. I'm thinking things would get hostile pretty quick at that point.

Oh, the EPA, a self governed bureaucratic agency that reports to no one but CNN and MSNBC. (Obvious sarcasm should be obvious) When asked if they should even exist, this is my response:
But seriously, they destroy jobs, over-regulate all manufacturing and production to the point that all businesses so involved are forced to send all production overseas, because if they keep their business stateside they are forced to change the way everything is made, meaning spend more money on meeting these reuglations instead of R&D for new possibilities. So, they go to another country, pay much less for labor, continue so-called "environmentally damaging" production practices to a level much higher than previously accomplished. The EPA serves to destroy the US economy and advances in productivity.
Seriously, I hate the EPA.

I'd think a .300 WinMag would have enough energy to go through kevlar. Something like a 30-30 I can see being stopped, but most modern cartridges seem like they'd go through. Again, having no direct experience with kevlar, just reading.
