Anybody in the tri-state want a shitty Caprice on the cheap? I just checked and cleaned anyway, the connections at the PCM and instrument cluster.. Not only does the speedometer and odometer still not work, we can add the trip meter and smooth running engine to that. All of sudden it just started with an erratic idle and stuttering. No more Agrajag. No more.

I kept the driver's seat from my first car,and the 3rd row bench from my 75 Suburban for years. Sadly this one doesn't lend itself to that purpose so easily.

Since your formerly B-Body Burnout you probably know all about the differences between the civilian version and the 9c1. All I'll say is anti-stab front seats.
Some info on the car. It ran fine for the first 6 months that I had it. Then the opti-spark crapped out and I couldn't afford the 1500-2000 I was told it would cost to repair. Fast forward 2-1/2 years I find I good tutorial on how to do it myself and she is running again. The next year was a delight. Coming up on inspection time and the cluster decided to crap out completely. It had always been a little flaky.
Things I've done to it:
New opti-spark, waterpump and all associated gaskets/seals. Besides normal oil changes that is all it has needed.
The car is developing an exhaust leak, but it stops when the system heats up. The A/C isn't cold and only part of the rear window defrosts properly.
Car is pretty filthy right now.
This is the worst of the rust. It is the driver's rear fender.
No dents.
A spot of rust on the roof and some around the black plugs.
I will put the cluster bezel back on.
Dash/table has no giant cracks. It does have a few small ones near the vent.
Door panels are all in good shape.
Driver's is the only one with a crack starting,but as I'm sure you're aware this is quite rare to be in one piece.
The underside looks like a 20 year old car from PA.
And then I took some a video. It doesn't come across well in the video, but it runs fine for about a minute then starts to stutter and shake.

I didn't realize it was a 9c1, but I guess the DARE plate should've been a clue. Any idea what might be behind the rough idle? Where's the exhaust leak? I saw you mention elsewhere that it has a bad diagnostic port - any other electrical issues besides the rear window defroster?

The way I had tested it was by using a multimeter set for resistance. I got about a 3 on the meter. I've been told anything below five is okay, is that true? Thanks.

Not sure about the rough idle, but you do feel a stutter under throttle as well. The exhaust leak I believe to be at the cat directly under the driver. But like I said as soon as the system gets hot it goes away. Sorry I forgot to mention about the OBD port. When the optispark originally went it gave a CEL and two shops I tried couldn't get a reading from the port. I've read that it is common on the 9C1's because of all the tampering done by the police departments, but still a nuisance. Other than that, the cluster, and rear defroster, all electrical components are in working order.

I haven't a clue, to be honest. From first principles, I'd have thought even 3 ohms sounds a bit high- I'd expect it to be even closer to zero - but I might well be missing something less obvious.
Bear in mind that you also want to check that the connections are good, because they can introduce significant extra resistance.
