With a digital dash, is there any thing outside of the cluster itself, that could cause the display to work intermittently? I replaced it with a known working cluster and it does the exact same thing. Here is the !!!error: Indecipherable SUB-paragraph formatting!!! if that helps.

Check your link. That's not an electrical schematic.

Mabye a short in the board? follow the solder lines, look for a break or burn mark

The diagram link you have needs to be fixed.
You realize, of course, it's laughing at you (HA)

Your problem is your car doesn't go above 399km/h

It's also swearing at me. Check the odometer.

Is it just me or does that say "HA"

You mean it can't go 399 mph? :p

Seriuosly, the chance this is a coincidence seems low. Where did you get the 7 segment display? Any chance someone is messing with you?

That's my masterful shooping skills at play. If the car actually did that to me I would push it off a cliff.

I've casually been seeing your progress on this, but can you give usa little refresher? I know you repaired some solder joints in cluster #1, an this is cluster #2.
Within the cluster, what exact devices work properly, and which do not? For instance, the trip meter appears to work. Do turn signals, high beam indicator, voltmeter, fuel gauge, etc. work properly? Are the faults only related to the speedometer and odometer? I'm suspecting an issue with the PCM. Hopefully, it's just a wire or connector issue, and not the computer itself.

ok, just saw your other response. 'shopping....
If the whole thing is intermittent, ground is the first culprit in any circuit

Any chance someone is messing with you?
If you mean the "HA" and "FUC U" I did that in GIMP, and lol.
If you mean about both not working I sincerely doubt it. The second display I bought off of ebay, and the fact it is doing the exact same thing and that the displays lit up fine when powered up independently of the car makes me think it is an issue outside of the cluster itself.

Further to my my reply about the PCM, it's also possible there's a fault at or between the vehicle speed sensor and the PCM. If there was, it'd throw a code. I'm assuming you don't have any related codes, but I thought I'd mention it in case you hadn't checked for codes.

Sorry, should have included in the post. Everything outside of the speedometer and odometer functions perfectly and the car has no other issues whatsoever.

I will double check. They are notorious on these cars, but mine was in surprisingly good condition.

In that case, I'd check the circuit from the PCM. Since the PCM is near the wheelwell, a dirty and/or corroded contact is likely. If the contacts are good, start hunting down that dark green/white wire.

Double check, but even if you don't find anything, it'll still be the earth connection so you should look harder :)
I'd say I'm only half-joking, but actually it's more like 10% joking. Strange electrical/electronic quirks = bad earth so much of the time it's not really funny.

You're welcome, and good luck.
According to this Camaro diagram (and the Caprice schematic from goldsswagon), it's on connector "B", pin #8:

It wouldn't necessarily throw a code. Early OBD2 is almost as dumb as OBD1. I am in agreement that your fault probably less with the VSS input at the cluster. What I would do is hook up a scan tool that can monitor wheel and vehicle speed actual values and make sure that they are reading properly while driving. It's been a few years since I've messed with GM stuff, but I've replaced more than my fair share of speed sensors on their stuff and I'm pretty sure some have had similar issues to yours. If the actual values are good, do a test for shorts and continuity on the VSS line between the PCM and IC.
