What on earth is this light called?

1999 Chevy Silverado, just inboard of the turn signals and underneath the highbeam. I think there's a short between one of these and the turn signals, but it only happens when these lights are on, and I can't figure out how to turn them on. I can get every other light in the headlamp cluster to turn on except these, which have a mind of their own.

Two days ago we drove it, these lights were on, and the right turn signal was 3x speed. Now I drive it and these lights are off and the turn signals are normal.

DRLs. They are usually blown out. I put Sylvania LL bulbs in my '05 Yukon there and they haven't blown out after many years.

So the daytime running lights should be.. running... during the day...

Hmm. Maybe they burned out. Probably a bitch to pull, as well, considering I'm not tall enough to reach over the grille into the engine compartment easily.

They are real easy to pull. There is a pin holding the light assembly in place. Slide the pin out and pull the assembly forward, then change the bulbs.

Very very common that both are blown. Observe how many GM trucks of that light design have one or none of those bulbs on.

My '04 Sierra has a virtually identical setup. Their normal operation is thus:

They are always on when the ignition is on and the headlights and/or park lights are off. They turn off when the ignition is off, or if the headlights are on (either by the dash switch, or by the automatic light sensor). Turn signal lights should have no effect on the DRLs.

As deekster_caddy said, they are very easy to access. No tools required. Just drop the headlights out like in this video (you can leave them connected) and you can access the DRL & turn signals:

Also like deekster (and many GMT800 owners), mine were burned out. It's a poor design. The bulbs get too hot. Not only do the original-spec bulbs burn out prematurely, but my sockets had partially melted.

Either way, the way your turn signals are acting does suggest a possible short somewhere.
