May I propose the following rules:
2.5l maximum engine size
500 homologation cars - exact. Not detuned.
Um..... That's about it. Event planners should take caution to add additional viewer protections. Otherwise, I want to see what the manufacturers can do when there is no limit.

Screw artificial technical limitations. 4 wheels, dimension limit, and then give them 50 gallons of fuel.
Displacement, layout, drivetrain, all open.

The homologation requirement's a big part of the fun.

Ok, but let them choose I6, V12, twin turbo, rotary, turbine, front/mid/rear, AWD or not, DSG with 9 gears or CVT, etc. Get as much performance as possible out of X fuel and Y tires, period. That would have a direct translation to street cars.

Oh, yeah, I'm all for them being able to go nuts with the hardware—I just think the added challenge of having to produce a few hundred street legal models makes it more interesting. It'll impose certain constraints, but they should be able to use of a few of the exemptions some European countries have for low-volume models - the laws the allow Ariel and Caterham to sell their cars fully-assembled from the factory in the UK, for example - to get around a lot of them.

I think fuel flow/usage limitation would be good to keep things kinda equal (and hp within reasonable limits). Would make an excellent exercise of engineering and team strategy to use the fuel the best way.
This would also be good for the homologation versions, because they don't need this.

Global rallycross is kind of the new group B. "Based" on street cars, insane HP, all the jumps.

The biggest problem with Group B is that drivers were getting tunnel vision due to the closing speed they were hitting corners, such concentration was required that anything less than total concentration on driving would lead to an accident. With advances in technology cars could be even faster, they will absolutely destroy the drivers.
