Won't this require some serious retuning of the suspension since they're losing some of that inherent travel from the tall sidewalls in the old wheels?

Yes, they designed the suspension to work with the 13" sidewall. Now they must redesign the whole system along with the brakes.

Not just the size of the brakes, but thickness, material, etc..
