It would take a long time to load all those rigs on that barge. If not after rig#1, rig#2 would have demonstrated why loading more rigs on it was a bad idea.

This operation wasn't run by trained monkeys, right? Humans were behind this. So...I mean, it's such an obviously bad idea, that demonstrates it's badness over a non-trivial length of time. How did people let this happen?
